Public Hearing on Rehabilitation Exploitation and Health Care Trafficking

Partly because Orange County is such a wonderful place to live, unscrupulous operators have opened up “sober living homes” which are fronts for illegal operations, by recruiting addicts from all over the country to use and abuse them to collect insurance money. Criminals have brazenly targeted those seeking addiction treatment and defrauded the healthcare system meant to help them, therefore increasing health care premiums. A few of these “sober living homes” provide a legitimate and necessary service to victims of addictions. But most shamelessly operate with the sole intention of lining the pockets of their operators. These criminals even “curb” these addicts out onto the streets when they can no longer collect insurance money from them, increasing the number of homeless people on the streets. In order to combat this problem, I have formed a Sober Living (Home) Investigation & Prosecution Task force at the Orange County District Attorney’s Office (OCDA) developed a citizen’s reporting system and am collecting evidence of fraud, illegal activity, and nuisances. The OCDA is teaming up with local law enforcement to make sure that these criminals are prosecuted to the fullest extent of the law.
